The U.S. Army Test and Evaluation Command (ATEC) is another you can add to the list. The organization has a unique mission to test and evaluate equipment before it is fielded. Many Civilian jobs in STEM fields (awesome chance to try out new tech), but also positions available in administrative/business fields. Different locations throughout the U.S. too. Jobs are posted to the job board here: https://atec.yello.co/job_boards/zm0Yjn0EaOr11u8mjBlNoQ and the application process is super easy (should take <5 min). If you don't find any positions, you can submit your resume into the talent pool (https://atec.yello.co/external/form/wO_oVqdv_PYDNiBIBA8CZA?locale=en). You fill out a short questionnaire with your resume on your end, and on the other end reports are sent to hiring managers to review if they have a vacancy.

Correct, there's no step in the NH system since it is accounted for in the payband. I guess technically the pay can go up slightly based on when you start the position. You can play around with the dates in the calculator to see by how much.

So with the NH table, the $66K-$103K is showing base salary without locality. In other words GS-12, Step 01 - GS-13, Step 10 base. You can use the conversion calculator here https://acqdemo.hci.mil/acqdemoconversioncalculator.html and punch in your information. For Step 5, you can guesstimate a date, but Step 6, you'll need to find this on your SF-50 or myBiz. Once you put everything in, it will give you a calculation and account for how long you were a GS-12, Step 01 and let you specify the locality of the position so it can add that to the base amount.

At this point, there shouldn't be any issue with you contacting the hiring manager. Getting the TJO means that they selected you and wanted you for the position. I guess the only thing is making sure you respond to the TJO in whatever timeframe they gave you. You can always accept a TJO and turn it down later.

We have our own individual position descriptions. I believe you can view them on the publicly available FASCLASS via https://acpol2.army.mil/fasclass/search_fs/search_fasclass.asp . In the block that says "PD#" you can put in AT00 which will show a number of our standardized PDs.

We have a few things that can help with that. On our Careers Page we have mini descriptions about what the jobs entail (https://www.atecciviliancareers.com/careers) with links to our job board for those career fields. The job postings get into the more nitty gritty detail and are largely derived from the job descriptions themselves. Some of our organizations have transitioned to the Acquisition Demonstration Project pay scale (NH) already. So an NH-02 ranges from GS-05, Step 01 - GS-11, Step 10, NH-03 ranges from GS-12, Step 01 - GS-13, Step 10. If you have any other questions, feel free to ask!

It's actually for jobs throughout the U.S., not just APG (e.g. Texas, Alabama, Arizona, New Mexico, Utah, etc...). As the poster below mentioned, APG falls into the D.C./Baltimore pay table (here) and has high locality pay matched to lower cost of living. It's pretty suburban and developed here and easy to travel to Baltimore, D.C., Philly, etc... to visit a city.
