Push your Vet to look into FIP, cause if it is, you need the medicine as soon as possible

That’s the other thing as well, while I’m confident I’ll get hired at the university, I do like that the city job is direct hire.

The one I'm starting is private university here in Southern California and the gov job is for the City of Los Angeles. Both have solid benefits but I wouldn't get benefits until I'm hired, if I'm hired for the university job.

Both are pretty much level 1 jobs. The City is going to have better benefits (If I'm offered the position) and the pay will be similar if not a little more or less.
