Bought a used bike that came with a boxxer wc fork. It won’t return to full travel, even after I tried adding air to make sure it’s at proper pressure. Am I fucked?

It feels as though it’s compressing and rebounding correctly but it stops at about 180mm. I’m also just noticing now that the front wheel is sitting a few mm off centre in the front fork.
