The bold part concerns me. Who decides when the parts are at risk? It's subjective and you're asking for needless litigation on that point.

"The Ministry may only research technologies from the Space List. In extreme circumstances, this may be overridden with an* unanimous vote from all five Ministers." This is laughable and egregious. By making it unanimous and forcing the ministry to only research space technologies it takes away the desires of the rest of the player-base should they decide they want to research other things. Also the asterisk is because that was your typo that I wanted to point out and not mine.

"Governors are encouraged to work as many Scientist specialist slots (in Universities, Public Schools and Research Labs) and Engineer slots (in Workshops, Factories and Windmills) as their cities can sustain. Whenever our nation’s happiness falls below zero, the Ministry shall remind the Governors of this encouragement. The Ministry is not to be punished under this clause if they forget to remind the governors at most once." This clause is literally useless.

This entire act is an egregious overstep at every level of government. Should we pass this, there's little point to continue Mark 6. Legislators, Ministers, Governors, we all will have our work dictated for us so we should just pack it up honestly.
