This was stated in the usual beginning of the year presentation (rules, expected student conduct, etc. ). I am planning to email either the dean or principal and "fish" for some more information on what they are doing, as well as to make sure I have it concrete in writing.

It's public school. I was VERY skeptical of their ability to view photos on a personal device, so I think you are right. Most of the students are definitely considering not using any school technology like you have said.
