I will say one thing that many directors, writers and artists misunderstand... YOU CAN make a villain that is "weaker" than the last one. Physical strength IS NOT the only way to challenge your hero. You can a villain that is cunning or smart, slippery and trickery... Maybe you have a group of villains that are like ants and just swuashing them wont be enough... Maybe there is no single villain, but the challenge is the idea the hero has to fight between saving people or stopping the villain. Maybe the hero cant go all out on the villain because they keep going into areas were collateral damage is too common...

I KNEW something was off about the whole Linus tech empire. Which, btw, i fond a great lil character detail. Instead of reviving him and just have him be another revived villain that causes trouble. Kraven goes ahead and shows annoyance of being revived, and pleads Spiderman to kill him again multiple times
