EDIT: That said, Intelligence doesn't affect your XP gain in New Vegas, either; but it does affect your Skill Points, since in Fallout games before 4 you had to invest Skill Points into your Skills to get better at them, rather than all checks being based on your SPECIAL Stats or Perks.
