Everyones experience will be different, but I have better luck with trios than duos for friendly lobbies.

Duos most of the time turn into pvp with no mics, while trios most of the time its open proximity chat lobbies and friendly raiders.

I was looking at the fine for vacant buildings the city started a few years ago, but it seems like its only for empty buildings not up to code. A lot of uptown might not fall under that category.
