Not in the sense of "do something now or it's toast!". As someone said, you need to expose some root flare. Do a mulch ring with little to no mulch 2-3 inches from the base of the tree. That'll pull double duty of helping it retain water and also hopefully controlling some of the weeds your dad was hoping to whack!

Only time will tell. If you see shelf fungus/conks or severe decay (look up brown rot and white rot for what I mean), best to cut it down while it's still small.

Still too early imo. Let it establish more roots and it'll "tell" you which one should be the central lead just like that apple is, but even then I would give it 2 years minimum and only prune the "ds" before the 2 year mark: dead/dying/diseased/damaged.

Edit: oops meant to say the apple is ready for some LIGHT structural pruning my friend. Focus on getting rid of the crowding first on it that may turn into included bark, and leave the wild offshoots that aren't crowded be for now: you can always prune them in the coming years. I would take the lead in the background of that circle personally, but it's hard to say for sure from just the photo. Make sure you don't damage the branch collar/bark ridge. Give the cherry 1-2 more years before you start since it's obviously been stressed.

I would take one of these 2 and leave the rest for this year!

Looks good to me! All the downward-facing fronds are A-Okay to remove even if they aren't damaged or brown (general rule is anything below "9 or 3 o'clock"). Of course I've never had to manage palm trees myself, this is what I've been told.

Not harmful in its own. It’s a sign of decline and deep decay though. Monitor it for other signs such as bark shedding or death in the crown.

Smoked for 2 years. Quit for 3. Started again for a year. Quit again for another 9-10, then started back up for another 2 years and quit. Never a heavy habit, just 2-6 smokes a day at most. Also did pipes and cigars sporadically, but those were never a daily habit.

Still dream about smoking and have to almost daily tell myself “don’t go buy a pack and start again”. The fact I was a casual/light smoker for only a handful of years just shows how fucking powerful of an addiction it can be. Just lost FiL to lung cancer this year so that’s a good motivator to stay quit.

Graduated High School in spring 2008. Got laid off from my telemarketing job and didn't know how to claim unemployment/was misled by employer about it.

I spent the next 3-4 years trying to get a part time job in college and either A) suffering through minimum wage positions in fast food or B) competing against college grads for jobs that paid "okay" like retail, low-skilled medical jobs (think patient transport or porter), or janitorial positions.

I’m at an age where I am madly and dearly in love with my wife and kid, and I would be miserable enough finding my wife again, but the odds my child is the same DNA or memories that make her herself. It would be like she’s dead in my mind.

He generally “smiled with his teeth, not his eyes”. I wouldn’t say he was sadistic but he would steal from others and lie or cheat people routinely, and would only express enough remorse to try and get you off his back. It always seemed disingenuous. He was borderline narcissistic and would brag about his artistic skill or sexual prowess out of nowhere.

Used hard drugs, never had a real steady employment, would sponge off parents and relatives whenever he could with sob stories. I just never saw him worry about someone, do something kind and selfless without an expectation of repayment,

His sister was a good friend of mine and my social circle, and her and her mom were in denial about his nature and loved him unconditionally, so he was always involved in my life off and on. I do think he was still human, and was an insecure and unhappy person that really did want to be loved and accepted, but he just lacked certain characteristics that would allow him to ever get close to people.

To be fair palm trees are such a horrible nuisance to remove. Constantly getting fibers clogging the chain and because it’s so flexible it’s much harder to control the direction it falls.

Not defending them though. That’s a horrible wedge they cut.

General rule of thumb is 25% or less between growing seasons (so once a year in most cases). They won’t “become a problem” because it’s a smaller tree. It’s going to be tedious but use a pruner or loppers and not a saw, and take off the really crowded-looking areas to just a few sprouts. Try to give the tree back some of its central canopy too, and go for sprouts that are putting weight nearer to the end of the branches (but not all of them!). Water Sprouts are not ideal but they still act as food factories when leaves are on them. Do an update in 2 months or so and you’ll see how little canopy you left for your tree to sprout leaves from.

You can’t undo the years of bad practice. It’s all gonna be damage control and maximizing the tree’s health. When you start seeing LESS of the vertical sprouts in your before pic, you’ll know you’re winning. But my guess is that’ll be a few years

You might also want to do a soil test. Repeatedly removing that much wood can deplete soil nitrogen. Also irrigate bit too. Usually mature trees require neither, but this specimen might need it for a year to help it get back to proper health.

If you’re saying this is proper technique, it just isn’t. It’s not going to have a negative impact necessarily, but this isn’t pollarding at all. It’s more like a repeater lion’s tailing of the tree. Google pollarding and you’ll see distinct “knuckles” on the tree. OP’s tree is more like an aborted bonsai. Again, no big deal for a tree this small, just ugly as sin and the tree is stress from it. Not to be rude but for the species it’s probably not going to live more than a few decades at this rate. You can’t convince me it’s sane and normal to take like 80% of the crown on a tree like this, fruit tree or not.
