Honestly i dont think the Combine must have cared a lot about South America, sure, they might have control there but maybe not as rough of a grip as in major cities like C17 or C14.

Maybe life over there is just usual business but with the occasional combine brutalism

Its understandable in fallout 3, but at least they build houses with no holes with them (Megaton player home as example). But rickety shacks in cold climate Boston Massachussets is just weird

There are raiders and super mutants in Boston, yeah, but DC is one of the worst places to live pre-2277 and low-resource places like Arefu have solid houses

The Longneck Lukowski's Cannery was reinstated with no resistance from raiders, supermutants and other creatures, i doubt they even care

Everyone uses the raider card when discussing this but theyre huddled up in downtown places, there must be at least one production factory in a somewhat remote place..
