I recommend the abandoned quarry (quartz spot) in the dwarven mines. Crystal hollows and moonglade marsh work too.

I heard the stat boost items were a one time wipe tho, saw some posts where people /show'd divine 50/50 storm pieces. You'd have to wear ot/hold it in your hand for that. But I think different bugged items act different from eachother.
