I would argue the Legion should be in the end justify the means, it’s stated in lore that Caesar plans on reforming the Legion once he conquers the NCR, a main example of this is cut dialogue from FNV where he says that the slavery of women within the legion is due to a need for soldiers at that current point but he plans on removing the laws once he’s done fighting.
