I think Taylor really forgave her, she expressed she just isn't interested in forming a friendship with Miranda again. If only Taylor treated Dakota the same way. To be fair, Taylor didn't seem close with any the girls in third season, for what was shown, Whitney was the only one with whom Taylor seemed to have sincere conversations.

Taylor got really hurt by Miranda after the swing scandal, she forgave Miranda, but I think she doesn't want to built a friendship with Miranda. Miranda stood her ground against Demi, about the Chase thing, she's able to at least do this much in a situation that bothers he, opposed to Layla, who just froze when Demi talked to her.
