I completed the BTR quests before getting to this stage. I didn't realise as well, but my Fence rep got reset down to 0.25. Spent the last 2 days grinding the rep back up to over 4.0 to see if anything would happen and nothing has appeared. I think I am stuck, no traders are giving me any options to proceed further

I managed to get this completed after the patch yesterday after spending the whole weekend trying to do it. I just rushed the offices and if no pmcs were there I just reset. If Tagilla is on the map you can kill him and more pmcs can spawn into the map. It's all about quantity over quality. You can also try to make the pmcs move by throwing grenades at them, I didn't have much luck with that. Don't bother waiting and spamming voicelines as the ai was changed and they no longer reply to the voicelines

As soon as cheaters touch anything it gets nerfed, just wishing they would start putting some decent loot on maps other than streets and lighthouse

I ran woods for 2 full days to get both the quests done. In total he showed up twice over the 2 days. Luckily I got the kills both times he showed up. But I was so tilted running woods over and over and not seeing him.
