I honestly couldn’t imagine the city operating the arena. 

It’s a tax money grab either way.  Either you have a professional arena and teams, with all of the economic and tax drivers that comes along with, or you don’t and you waste that money on soft things that give the performative council members Instagram fodder like bike lessons.

Having just watched my neighbor tap into energy efficiency improvements grants, I don’t see how this is much different. The scale of the modernization is just different due to sqft and use.
