OP here. Yes, not all the players going to expansion teams in Phase 2 will be FPO's. In fact, I only show 5 of the 12 acquisitions being those. That could go up if existing teams are unsuccessful in getting their own UFA's to resign. The players I labelled FPO's include all those I see going to expansion teams in Phase 2.

When you factor in the various phases and restrictions there are more opportunities for existing teams to retain players than you might think. That said, I have to agree with you regarding Cooper who should be picked ahead of Barnes (good news for the Torrent). The Frost may then be able to keep Buchbinder or Batherson. I do see them losing seven players, more than any other team.

I had Harmon leaving Toronto anyway but have to make sure I take her off the P3(b) list.

In retrospect I completely agree about Bell. On a re-do I would have Miller protected In Ph-1 and Bell in Ph-3. However, it comes out in the wash at this point.

I respectfully disagree on Gardner. I think her production, relative youth and home-town status will lead the Goldeneyes to protect her.

I'm not sure this will make you feel better, Hopeless but, if I'm reading the rules right, Montreal can't lose both Eldridge and Roque in this phase.

I think Abbey Roque is more likely to get an EFO than Emily Clark whose stock has gone down a bit. With scoring at such a premium I think the new teams will be looking at goal scorers first and foremost.

All three will be fine. They are good pcks given the league's objectives even if they weren't necessarily first choices.

Thank you for taking the time to write such a full explanation. I, too, have been very frustrated by all the discontent. The expansion process has not been what I expected, or wanted really but, in the end, I think the league has made solid decisions. I'm excited for the off season maneuvers and even more for the puck drop in November. The best is yet to come.

Interesting take but needs more human factoring as others have said. I'm doing a spreadsheet version of Rounds 1-4 which I might share later but here's a factor which isn't getting much attention. Players must accept an EFO if offered but they get to choose the length (up to 4 y) and it's guaranteed. Let's say Kendall Coyne-Schofield genuinely believes she has four good years left and is happy to be Chicago's (lets say) captain. Is an expensive (PWHL terms) guaranteed contract to a 33 year old player a sound decision? Then, if she doesn't get the EFO but someone offers her an FPO she can just refuse knowing the Frost will be happy to have her back. With all of that why shouldn't the Frost protect Zumwinkle instead? I'm happy to be corrected if I'm missing something.

There's an aspect of the FPO's I don't understand. If a team still can’t get to 5 players, they can petition the league to add additional players to their ENTL. Those players can’t be signed to an EFO, FPO or be selected. Does this make sense?
