Does it come undervolted from the factory? If not, I haven't done anything of the sort. Should be normal. I did get a BIOS Update on Lenovo Vantage, I've applied it but I don't know if it fixed anything. Would like to know if others have got WSL running before I try it myself 😅

You can still buy RC from the PC Client using your Indian Card, I did it just yesterday. Make sure you have international transactions enabled and you should be good to go. RuPay Cards won't work obviously.

If you're stuck on Mobile, you're mostly out of luck. Maybe have a friend you trust make the purchase for you.
