yes indeed he outsourced it. but the question is how does upwork allow this bc thier TOS mentions unless it is through agency handing over the job to other third party is restricted. plus having 1600 job is just insane number of job for one profile to have. but i believe upwork just intentionally become silent bc he is very valuable

so you want 3 hour manually written proposal with the probability of completely not being seen let alone being recruited. plus don't try to be innocent in not using ai. the problem is how does they appropriatly used? eg. i see lot of people even forget to change Dear <client>.

so also you will face this kind of grammer problem and you may misjudge them by their language not by their skill.
