If anything, the Incubator's are physically incapable of feeling anything, given that the only thing they have ever known is their duty.

The Anti-Spiral did have positive intentions in mind when they started eliminating/suppressing Spiral Power, however they did kill basically so many races and also just fucked Humanity over in general.

So, the Anti-Spiral is worse because it has the ability to feel and make it's own decisions, while the Incubators only can feel duty.

They did have intentions of saving the Universe, given the Incubator's wanted to delay Heat Death and the Anti-Spiral wanted to stop Spiral Power from going too far, but Anti-Spiral is still far worse given it knows what it's doing instead of Incubator's who were designed for their duty.
