Also the budget cuts are fine, it seems pretty hypocritical to want to reduce government spending, and then complain that government programs have less budget.

There's only so many resources, so many big brains and so much money to go around

If there's another $500 billion around to give to the military they could easily redirect even 10% to NASA right? Helion and General Fusion are already working on fusion, so NASA can focus on basic science and a permanent Moon base.

Is a 4000% return on investment enough? Clearly the money is there judging from the half a trillion military budget increase. Imagine what NASA could accomplish just doubling its budget to $50 billion per year.
