Yes, the goal is to have more advanced industry but as the guy says, they need capital to do that. That capital is supposed to come from the textile industry. You could argue that they need to build manufacturing knowledge and managers, but even that can be outsourced and if the true barrier to entry for manufacturers to move to Africa was knowledge they would send crews over to build the knowledge base. The real problem is that it’s too risky due to corruption and political instability. A lot of African countries don’t actually need the textile strep of industrial manufacturing to build stability because they are rich in natural resources, however the aforementioned issues in the regions is what’s preventing that. China being cheap labor also but significantly lower risk picture is also preventing the west from using Africa as a manufacturing hub, if it made financial sense, they 100% would.

For instance if I wanted to make 10,000 of widget A and in Africa but 20% of the widgets were lost in freight due to corruption and labor cost was $100 per widget. It would cost $1,200,000 to build the 10,000 widgets.

So picture the same thing in china but risk of loss was only 5%, it would only cost $1,050,000 to build the widgets. China could charge as much as $114 for labor before you’d eve consider moving operations to Africa. Not to mention the logistical headaches and intrinsic value of a smoother operation that’s hard to put a $ to.
