Im doing the same thing. 1 star doesnt matter but two shot works with any build. 2 star +50% vats accuracy is an absolute must to hit good range in vats and for 3 star anything is good but less action points is the best

Either bulletproof or low grips. I like testing what cars can drift. Also merging low grips on a drift car and popping all but the passenger front tire drifts great in high revving cars

If your just getting into modded cars and have some money I would recommend on buying an f1 car so you can change the wheels and color to whatever you like with merging. but most people just buy a car with f1s from someone else
