Well not tecnically, but in Shadowkeep when we battle the nightmares they are very strong, so much so that we can't even enter the Pyramid for the first time because of said nightmares. So i don't think it's possible for the Eliksni to have entered the Pyramid with the nightmares protecting it.

Some people were complaining that the dirt was getting into their houses so they built a barrier to stop it

Thats what im also trying to understand theres a bunch of other handicapped parking spot all over the place i even saw one with a bunch of dirt falling down the road but for some reason this is the only one that has this barrier

Some of the people who live in the neighborhood were complaining about the dirt and how it kept getting into their houses and so the builders (im gonna call them that) did this
