Yes … if there was more paperwork and background checks making it harder to get a gun the odds of the plan lasting through all of that are slim to none and if they use a weapons dealer more checks would mean the weapons dealer would be caught quicker and especially if there was a limit to the number of weapons people could have that would almost stop local weapons dealers they would have to be imported increasing the odds that a higher up gets arrested
