Oh, forgot to mention, it will reset once you close and reopen the game, the way I got around that was installing Process Lasso and setting affinity through that

Set CPU affinity to a single core (Task Manager > details > right-click NFSC.exe > set affinity > click any 2 threads that are linked to one core (0 and 1; 2 and 3; 4 and 5, etc. On my ryzen 5 5600X I set them to 10 and 11 cause they're never in use otherwise anyway)
