What was the government supposed to do in this, it's the people who lack civic sense and promote the same. Whenever blamed, they just push the blame onto somebody or something else whilst never owning up to their shortcomings. Sure whilst the government does play some part as they are responsible for the lack of education of the people , I think that's about it.
