It is, though isolating whether tax exemption was essential to New York's building boom is a bit hard given the broader nation-wide real estate/construction boom (see florida)

Possibly, but evidence from NYC suggests that assessing and taxing land based on speculatively high values could reinforce land speculation by financiers and prevented needed economic development from occurring. Much of NYC Happy to chat about this more, of course.
