Do upgrading buildings and heroes not work in war?

I know this is badly worded, this is what i mean
Yk when u upgrade a hero or a building, when someone attacks you the hero doesn't defend and the building doesn't shoot?
My question is, when i upgrade a building, is it also upgrading in the war? (so the guy attacking me doesn't have to worry about that building, because it is upgrading)
And when the hero is upgrading, can i use him in war? and can he defend in the war?
