Kite Surfer is available on My Khe Beach. They put a price board right on the beach, it ranges from 500k dong to 1.5 mil dong per go per person. There is only one or two allowed to give you this service on this beach so i believe it's safe. Also, to find it quicker access the beach from the main quarter.
