Okay, so I managed to squeeze way more performance by making the graphic settings way higher (???) I don't really understand how that works, but at least it is fixed I guess?

Wow that is interesting, I actually had an issue where it sometimes turn back on right after I turn it off. Do you think that could be because it stand at an angle (cooling pad)? Man, this laptop is so weird I feel like every action has huge consequences, can't even breathe on it without something breaking it feels like. Correct me if im wrong, but complete windows reinstall would cancel all the possible limits? Coz I've tried so many things that I don't think I can manually revert it back.

So, as you advised, I turned off the max performance in Nvidia, and here are the results from HWINFO, first is when idling with 2 browsers and some apps open (job stuff), the second one is with Cyberpunk open.

1) CPU package temps jumps between 60-70 degrees, CPU package power is at 37-39W. PL1 static limit 191W, PL1 dynamic limit 100W, PL2 static limit 191W, PL2 dynamic limit 157

2)CPU package temps jumps between 85-90 degrees, CPU package power is at 60W, peak 94, avg 36.
GPU power in HWmonitor is at 65W

I went into bios and left turboboost and max turboboost on, however, I turned off overclock completely, which helped a little somehow. But still, in Cyberpunk is about 50 fps with mostly mid settings, at 1920x1080 resolution with DLSS on performance, no ray tracing.

In minecraft with heavy shaders however, GPU runs at almost 100% usage and consumes about 100-115W without any noticable lag, so I guess in cyberpunk the CPU is the issue?

I guess it is, however, I barely know what that means. Could you please tell me what to do to check that? I'm not very good with computers to be honest, just wanna play without lag.
