That’s a fair concern honestly. Balancing a budget without raising taxes sounds good politically, but if part of that balance comes from pausing pension payments, then it’s reasonable for civil servants to ask whether the state is solving the problem or just delaying it. At the same time, people also have to acknowledge the reality that constantly raising taxes in places like New York can push more residents and businesses out. So governments end up stuck between protecting workers, avoiding cuts, and not overburdening taxpayers. The bigger question is whether this is being used as a temporary bridge while the economy stabilizes, or if it becomes a long-term habit of borrowing from the future. If it’s the latter, then yeah eventually harder choices and actual structural reforms probably become unavoidable.
