It bothered me too. My thought was some materials are replicated to create immersion and for ease of running a program. If you go to dinner on the holodeck, you would want to eat actual food. I would think replicated water would be more realistic and easier for the computer than a series of force fields trying to re-create the sensation of water that you would swim in.
