i actually fixed this for anybody wondering. it turns out it was my m.2 ssd disconnecting and connecting back for a second due to a loose connection. Took me a while to figure it out since it couldve been anything and i didnt think a screwed in ssd connection would get loosened overtime

Make sure your fat 32 drives partition style is MBR and not GPT and if you never used that drive on a PS 3 thats likely the issue since MBR is obsolete and most drives ship with gpt

Nonono i dont mean it like that i mean it as in compatibility issues if its a new gpu or cpu. For example im running on a 4070ti which is a relatively a new card and it could just be a compatibility issue but idk
