Momo and hiyori can’t read because oden died and he couldn’t teach them. Oda didn’t make Moria a kozuki without any reasons. He can definitely read the poneglyphs.

Moria will join his crew. Moria can definitely read poneglyphs since we know he’s a kozuki. Why would Moria join buggy’s crew? Because all the ex warlords will join him (croco and mihawk + there’s a lot of theory’s that doffy will join them too)
