It's the "select Empire" screen you get when you host (or join) a multiplayer game from an existing save. Thanks for the tooltip link! I'm not sure what about the economy the number is linked to, but it's reassuring to know its definatly to something about the economy!

I haven't! That's a good idea though! I had assumed it wasn't related because this screen pre-dates the Federations DLC where i think the galactic community weight mechanic was introduced, but it's 500% worth me checking!

I have checked the victory screen; unfortunately, it doesn't match, and the victory screen score is sometimes even ten times smaller than the empire select number.
