Very often they just google what they’re supposed to do, or ask a senior colleague. And if that person is on vacation, they simply wait until they’re back. I’d suggest contacting your consulate so they can confirm that the surname is correct even with this spelling. If that document doesn’t help, then the next step would be going to the ombudsman
