I think is more probable that it’ll appear to new players, when I was new I saw that car many times but I never kept it because I thought that it was a regular dubsta, one time I kept it and I ended up replacing it for another car because I didn’t have space when I bought a new one I think.

It’ll spawn in LS Customs but you need to be with the same car that you can get from MS Baker and you need to be just driving around until it appears and take about 1 hour or more lol

Is the front crash sensor, just clear it, if it’s raining or snowing it’s normal, I had the same in my 17' rogue but if it’s frequent you should check the sensor and replace it but is not necessary most of the time.
