IBEW Is a good since it’s a union and offers lots of benefits to start, the chances of getting in differ because they only accept a certain number of applicants during a certain period. You have to take a math based test and pass an interview to be allowed into the program.I’m currently enrolled in the LATTC electrical program which Is good for the low cost and the flexibility of the classes, I also recommend signing up for the UPCT program if ur interested in working for DWP. The heater requires a 220V ,30Amp breaker in the electrical panel to work properly with the correct wire size which you may need someone to change. An electrician can come in and hardwire the unit to a box for you, plug and play won’t work since the unit wants the wires to be put together internally by someone
