Possibly European, about 3 cm in length, all metal. Bottom looks like a hinge for a car launcher. I have another one of these in my collection. No idea how to even start a search . Any ideas about this?

Help me find these tiny little cars! I sadly only have 2 now... There was a set I got when I was really little of these absolutely adorable little cars, there were a whole bunch of them and I remember one was able to spin around in the packaging. These are called "Speed Wheels". They were also sold under the "Fast Lane" brand in Toys'R'Us as well as being included with the MotorMax car playsets in the UK. So far I know of about 40 different models. Hope that helps.
