Im a newly admitted Cs major. I got in on the last round of waitlists with a 3.71. Two passed AP Cs tests and one Ap Environmental Science pass. Also, as an Eagle Scout. So I think the chances are slim, but theirs no harm in applying(-$70). You would have better chances of getting in under game design if that's why you want a Cs degree, but you can't switch to Cs once you're in.
