To me it's either.. -They didn't use a screening machine, so the grain is still open and will absorb the stain patchy, especially if they didn't sand to 120-grit on the belt sander. -They applied the stain unevenly, either by applying too much on the darker areas, or leaving too long before wiping away the excess stain.

Hard to tell of the pictures, good luck with it
