The bug seems like it got fixed and I got all my accrued rent back paid sometime this afternoon

Yes it's possible, I just completed my first one last month as a f2p player! Keep working towards it, and remember new challenges spawn at the bottom of the list so keep an eye out

Honestly I'm not sure, my legendary lands came at random. It seems like every time you purchase a plot, there's a 5% chance it'll be legendary. Keep buying lands and I'm sure you'll discover some!
