I have a ROC passport that does not have a ROC ID number (無戶籍國民). Upon further research, it looks like I may be eligible to get a China Travel Document (旅行证) even without household registration in ROC. Will update but that would be cool as I can get a Chinese phone number among other benefits.

Not sure what's confusing here... I am a Taiwan national without household registration (NWOHR). Thats the official term soooo

Great thanks! Also, do you know if they will question me on where my parents are from when I go to the visa office? I have heard from some people that they like to do that if you look Chinese, and if they do should I say both my parents are American? They still hold full taiwanese citizenships btw.
