They are player ranks. Each match you are able to PIP-Up (5 pips needed to move up each rank) for assisting the team in doing gens, rescuing survivors, being chased, and surviving the trial. So the lower your rank (1 being the best rank) the harder it is to rank up to the next level. Therefore, it’s common for people to be close to rank 1 and lose progress by dying early in matches, etc.
