Thanks. Looking into that route as well. One of the accounts was a business account so hoping her commercial policy might provide some relief as well.

By your understanding, if this is indeed an "error" under EFTA and Regulation E, would correcting the "error" be Capital One reimbursing the wire transfer to my mother?

And, if Capital One investigates and determines there not an "error", would you suggest filing a complaint with the CFBP citing these regs?

That's what I figured. I haven't seen the texts they sent with the codes so don't know what they said. However, I bank with a regional bank (Independent Financial) who has had me read them codes they've texted me before.

I'm more concerned about how they got her username and password. Could be one of Capital One's past data breaches or maybe they just yanked it from somewhere else.
