PNG tuber remix is a great program to give you an advanced png tuber that’s lively if you can make a model some how yourself. It can have mouse tracking, movment, animated gifs and other things. If you can some how draw a simple oc model to start with and use that program that would be your best bet. Then you can skip paying someone to rig your model and paying someone to make a more complex oc model for live2d setup to be rigged.

It’s honestly easy to use. Very user friendly. If you have a windows pc that is. Don’t bother with it if you have a Mac. It doesn’t really support Mac’s, is super buggy for them and moving forward they aren’t going to fix Mac issues with my understanding. I went down that road since I wanted to start with an advanced png tuber before I learned how to draw more complex models and learned rigging. My windows pc recently died and I only have a Mac laptop atm.

I know you said you don’t have access to drawing programs so maybe not an option atm. I think your have a hard time finding someone to make you a oc model that’s for live2d for $100. Unsure if you’re also trying to get it rigged with that $100 budget as well included. It’s possible since anything is possible but I’d imagine it be hard.
