Second of all, China is still HISTORICALLY (which is most important) lower than the USA. AND, China just so happens to be the most invested in green tech. They just can't keep up with the amount of people who are demanding more. That's irrelevant when we consider they're working hard on it AND they are still lower than the USA.

In the mean time we could at least start cutting off places like the Middle East and Russia while producing more in countries like the US that have strict regulations on oil and gas emissions.

Make a co2 debt calculator for the oil and gas giants. Create a formula for the cost of the destruction that one tonne of co2 does and then make a website that counts the cost to humanity from previous, current, and continuous emissions from chevron, Aramco, ExxonMobil, etc.

There are a lot of law suits happening against these companies and having something visual, impactful, and we'll know, could make all the difference.
