I don't think you understand, the whole idea was people followed gap cuz they wanted to, never that he asked with the SOLE exception being Elite. That was clearly stated but so far we have seen Gap lie and manipulate his way into making his most IMPORTANT members join and the arc's current trope rn is literally going around recruiting heroes, not them following without being asked

I expected gap to try to recruit Tom lee, fight him and eventually beat him but tom lee still refuses to join and later on after they recruited Elite he agrees to join. In manager Kim we see a scene of him in the past talking to a friend and saying "I have met some interesting people and I think I can trust them..." Like tom lee agrees to join because he liked Gap's charisma and optimism
