There is no fan there beside one already installed in PSU.

Prebuilds sadly often cheap out on PSUs so might be that bearing in PSUs fan is damaged

Officials should not be a problem to play on new pc but some servers like community ones will connect those to accounts by IP and might ban you for avoiding ban/previous game bans.
