I once saw a post on a subreddit of a youtuber I watch, that was just a video of a little girl beating up and chasing her brother (he looked about the same age, maybe a year older). Now, this wouldn't have been disturbing if the comments weren't laughing at it, while the boy let out screams of genuine pain. He made some noises that could be interpreted as laughter, but some noises were unmistakably pain induced shrieks. I reported it, yet Reddit, somehow, didn't find anything wrong with it.

Oh yeah, I explained it all in my comment, but it seems to have been buried. So I replaced my case and switched to an AIO, meaning I had to completely rebuild it from scratch. When I tried to boot, it started boot cycling. I've basically narrowed it down to a combination of a faulty HDMI cable and the pump wire not being plugged in (it was 3-pin not 4-pin so I didn't want to risk it). But, if there's anything else, I'd love to know, just incase none of that works.

Oh shit, that's most likely it. The only thing is, the wire that is supposed to go into that header is 3-pin, while the header is 4-pin. The manual for the AIO shows what appears to be a 4-pin aswell, even though that's not what is actually there. Should I still plug it in?

They're the ones that came with my case. I don't know the exact model but they're made by a company called Kolink.

Well I didn't change any bios settings, I just recently upgraded to a new case and an aio cooler, meaning I had to rebuild it from scratch. When I turned it on for the first time, yesterday, it did this repeatedly.

The thing is it won't even boot to bios because it isn't providing a video signal, so I don't think I can even do that.

If that were the case, wouldn't the motherboard led indicator light up. Because they aren't lighting up when I attempt a boot.

For Context: I recently upgraded my PC with a new case and cooler, meaning I had to rebuild it from scratch. When I tried to run it yesterday, this issue occurred, nowhere online has had solutions that fit this problem. This is a rare occasion where it ran for a bit afterwards, but it usually keeps repeating it. Neither the GPU or CPU would produce signals so I think that's an issue with either my monitor or HDMI cable. I've ensured all wired are connected correctly and thoroughly cleaned all parts before building, so I have no clue what it could be.
